Former North Atlantic Treaty Organization Secretary-General Javier Solana said the United States denied his entry into the country under a visa-waiver program over his visit to blacklisted Iran. This, however, does not guarantee that they won't be stopped at the border, so to avoid surprises, Spaniards are advised to obtain electronic authorization to travel before boarding their flight.

He also believes that the reason for the refusal lies in the fact that he had previously visited Iran at the invitation of President Hassan Rouhani.

The ESTA "determines the eligibility of visitors from certain countries to travel to the United States without having to apply for a visa", noted the Times.

According to sources at the American Embassy, the request entry is automatically declined if the Spanish passport has a stamp on the visit of Iran, Iraq, Syria, Sudan, Libya, Somalia and Yemen. The European Union's former High Representative for Common Foreign and Security Policy (1999-2000) had his application turned down by USA authorities because he had previously traveled to Iran, which is included on American President Donald Trump's blacklist.
