But the high casualty count has drawn heavy global criticism. Israel blamed Hamas, the rulers of Gaza, for the plot.

Razan Najjar, 21, was shot last Friday while trying to evacuate wounded people during a mass demonstration near the Israeli border. The vast majority of casualties have been unarmed, with journalists, medics, teenagers and two women among the dead.

Israel's high-tech army has not been able to figure out a way stop the primitive kites.

During a tour of the border area, Public Security Minister Gilad Erdan called on the army to treat kite launchers "just like any other terrorist" and called for "targeted killings" against them.

The planned attack would have also targeted Prime Minister Benjamin Netanyahu.

According to Israeli security Agency Shin Bet, Rashda planned to spend "a significant terrorist attack against multiple targets", including Prime Minister and mayor of Jerusalem NIR Barkat.

The Shin Bet accused Rashdeh of plotting with terror operatives from the Syrian-based, Popular Front for the Liberation of Palestine (PFLP-GC) to murder Netanyahu and Barkat, and to target the U.S. consulate in Jerusalem - which is now the United States embassy - as well as a Canadian security delegation who were in Jerusalem to train Palestinian Authority security forces operating in Judea and Samaria.

To advance several of the attacks, cell members reportedly planned to bring a Jordanian terrorist to Israel.

Barkat said in a statement that he was kept informed about development during the investigation and had not changed his routine.

Israel's Shin Bet internal security agency thwarted a terror cell directed by an operative in Syria who planned to harm senior Israeli figures and global delegations, it was announced on Tuesday. "Nothing will deter us".

There was no immediate comment from Mr Netanyahu.
