Senate Majority Leader Mitch McConnell announced Tuesday that he would keep lawmakers in Washington for most of the month. But the Senate version carries a warning to Trump with a trade provision to block any White House plan to lift penalties on the China-based telecommunications company ZTE, which faces trade law violations over selling sensitive technologies to USA adversaries.

"What this would do is redefine that and say that the president would go through the same steps that he goes through, but at the end of the day, if he decides that he wants to put tariffs in place, Congress would have to approve those", Corker told reporters. Trump's approach is a major break from the GOP's traditional support for free trade, but lawmakers' pleas to the president to take a different course have had limited impact. Corker and other Republicans are pushing back on Trump's decision late last month to impose steep steel and aluminum on US allies, a move that analysts said pushed the United States closer to a trade war.

But he says he'll pitch the idea more broadly when Republican senators convene Tuesday for their weekly lunch.

After all, without a long stretch at home, vulnerable GOP senators now have an excuse to avoid public meetings, town halls and other face-to-face forums where they would be forced to interact directly with their constituents.

Now some of the biggest Republican donors have launched a war against Trump's tariffs, and once-loyal senators are trying to curb Trump's powers as the country's 45th president.

Minority Leader Chuck Schumer, D-N.Y., said Democrats will spend August working on health care legislation to help lower premiums that are expected to rise this fall in part due to Republicans' eliminating the individual mandate to buy health insurance in their tax cut legislation.

But Corker acknowledged the difficulty in passing legislation despite "tremendous concern" among lawmakers in both parties.

Flake is one of the few Republicans who repeatedly takes on Trump, and he has separately offered a bill that would reverse the steel and aluminum tariffs, with support from Democratic Sen. Heidi Heitkamp, a North Dakota Democrat in a tough re-election fight in 2018, said she was "very interested" in the proposal.

Farm-state senators are particularly concerned about retaliatory tariffs that would close off foreign markets to pork and key crops like soybeans and corn. But aides said others may be signing on to a bill from Sen. Roy Blunt, R-Mo., a member of GOP leadership, answered simply: "No".

"Senators should expect to remain in session in August to pass legislation, including appropriations bills, and to make additional progress on the president's nominees", McConnell said according to a report from Politico.

McConnell, the six-term Kentucky Republican, blamed Democrats for the "historic obstruction" that led him to cancel the August recess.
