No change on USA troop presence in South Korea: Seoul official

A top South Korean diplomat will travel to the United States next week for a series of meetings on North Korea amid conciliatory gestures from Pyongyang and renewed hopes for denuclearization, the Ministry of Foreign Affairs said Friday. "There has been no discussions and no change in position on the matter of the issue of USA troops in South Korea", said the high-level South Korean official, who spoke on condition of anonymity.

"In accordance with the guidelines, Korea-US discussions have already begun", he said.

The calls follow an historic weekend summit in Singapore between North Korean leader Kim Jong Un and President Donald J. Trump.

Friday also saw the special advisor praise Trump for treating Kim "like a hero" at the Singapore summit.

U.S Sens. Chris Murphy (D-CT) and Tammy Duckworth (D-IL) introduced an amendment to the National Defense Authorization Act (NDAA) for Fiscal Year 2019 that would require the secretary of defense to certify that a troop withdrawal would be in the best interest of US national security and would not significantly undermine security of USA allies in the region. There have also been reports that Trump failed to inform the United States defence department about his decision, before making the announcement public. He later told said that he had given Mr. Kim a phone number. The Pentagon said that in both conversation the participants "pledged to continue working closely together towards regional peace and stability", according to statements.

The official said the U.S.

"You don't just shut them on and off like a water faucet", he said.

Mario Diaz-Balart, a moderate Republican from Florida, told reporters that he was confident Trump would sign the legislation . The House is set to vote on the compromise and Goodlatte bills next week.

About 28,500 USA troops are stationed in South Korea, a legacy of the 1950-53 Korean War that ended in an armistice rather than a peace treaty, leaving the two Koreas technically still at war.

On Wednesday the U.S. military was looking at ways to ensure American forces in South Korea could still be fully trained and ready.

Annual large-scale exercises in the Korean Peninsula are done to ensure that evolving tactics, procedures and plans can be carried out smoothly, and that US and South Korean forces are in sync.

They also are a means of showing allied solidarity, which is part of the psychology of deterring enemy attack. It was the first time in 11 years.

At a press conference following the summit, trump announced near the end of the Korean war.

From 2008 to 2011, as Gazprom was building a pipeline as far as Vladivostok, the company signed a memorandum of understanding with North Korea and a framework agreement with Seoul's Korea Gas Corp.to extend it south.

Some administration officials believe that the suspension is a show of good faith in the North Korean negotiations.
