Three hours later, the tweet came. The administration is looking for ways to unwind DACA while navigating lower-court rulings that keep it in place mainly to increase pressure on Democrats to take that deal, but until then, Trump sees a tough stand on the issue as a net victor for himself.

In a document drafted by the Federation for American Immigration Reform, both bills provide protections to so-called DREAMers, children who were brought into this country illegally as children but have been afforded protections from deportation thanks to the constitutionally shaky Deferred Action for Childhood Arrivals program initiated by the Obama White House.

It's unclear if either bill can pass the House given Democrats' opposition to both proposals, and Republicans' deep disagreements on immigration policy.

The deal now hinges on Trump's support, or lack of it. Ryan put down a rebellion in his own caucus and headed off a clean DACA authorization that nearly succeeded in coming to the floor via a discharge petition, promising to allow both groups to craft their own bills for floor votes.

Rep. Mario Diaz-Balart, a moderate Republican from Florida, told reporters that he was confident Trump would sign the legislation. The president has not personally endorsed the Ryan bill.

The House is set to vote on the compromise and Goodlatte bills next week.

This setback could encourage more members - frustrated with the president's unpredictability - to sign a petition that would force a vote on four immigration proposals, including those favored by Democrats.
