Canada plans to impose tariffs of up to 25% on about $13bn worth of U.S. exports from 1 July.

European Union trade commissioner Cecilia Malmstrom announced the bloc would take the USA to the World Trade Organisation to challenge the legality of the new tariffs, saying negotiations with Washington were not now possible.

In a tweet, Trudeau also furthered that the United States tariffs are "illegal and counterproductive measures under NAFTA Chapter 20 and at the WTO" and that "it is simply ridiculous to view any trade with Canada as a national security threat to the USA".

Canada's minister of foreign affairs, Chrystia Freeland, said her country would place tariffs on up to 16 billion Canadian dollars ($12.4 billion) worth of American goods, including steel and aluminum.

"We absolutely do not rule out countermeasures", Fox said.
