Mr Trump had earlier threatened to tax the Wisconsin-based manufacturer which said on Monday it planned to move some manufacturing overseas in response to European Union tariffs retaliating for United States duties.

The problem with Trump's tweet is that, while Harley makes a majority of its motorcycles at several locations in the USA, it's had several overseas manufacturing sites for years. But many of Harley's motorcycles sold in India are assembled in the country, so they may not be subject to the tariffs anyway.

The U.S. and China are also volleying back and forth over tariffs.

President Trump tweeted Tuesday that Harley-Davidson had already announced it was closing a Kansas City plant and moving those jobs to Thailand.

Trump says he's getting other countries to reduce and eliminate tariffs and trade barriers, and open up closed markets.

According to Harley-Davidson, the move "is not the company's preference, but represents the only sustainable option to make its motorcycles accessible to customers in the European Union and maintain a viable business in Europe".

Trump first responded angrily to the Harley announcement on Monday, saying he has supported the 115-year-old manufacturer and was surprised by its plans, which he described as waving the "White Flag".

"I've done so much for you, and then this", Trump wrote.

Trump added that the administration is finishing a study on imposing tariffs on cars from the EU. "Harley-Davidson said, they wanted to do that (move some manufacturing base overseas)".

"It's unfortunate that such a strong Wisconsin company like Harley-Davidson has to bear the brunt of this trade dispute", Sensenbrenner said. If they move, watch it, it will be the beginning of the end.

"Harley-Davidson maintains a strong commitment to US -based manufacturing which is valued by riders globally", the company said Monday.
