Investigators are digging into the life of a 29-year-old man trying to explain what prompted him to fire a handgun into restaurants and cafes in a lively Toronto neighborhood, killing a 10-year-old girl and an 18-year-old woman and wounding 13 others.

Julianna Kozis, 10, was killed in the shooting rampage on Sunday in Toronto's popular Greektown neighborhood.

The deadly shooting spree in Toronto's Greektown that left two victims dead comes just months after the city was devastated by a van attack that killed ten people.

CTV News reports that Kozis was at Demetres on Danforth Avenue getting ice cream, according to a waitress who says she served them that night. The gunman, identified by Ontario's police watchdog as Faisal Hussain, was also killed.

A statement from the family of Hussain said their son had severe mental health challenges that the struggled with psychosis and depression. The teacher said they were shocked when they heard it was Hussain, calling the Danforth shooting "a awful tragedy".

7 Numbers restaurant at Danforth Avenue and Bowden Street was packed with customers happily drinking and eating with occasional mention of the gunman who was found dead after an exchange of gunfire with police just steps away.

Toronto's police chief said Wednesday there was no evidence to support a claim from the Islamic State terror group that it was behind the attack.

Farooq Hussain, known by neighbours to walk the area no matter the season, has had health problems of his own and recently underwent surgery, two neighbours said. Her father was injured in the shooting, with 12 others.

In doing so he created a problem because he exposed his partner to fierce criticism in the United States". Ushakov said the two sides had not yet started work on organising the Washington meeting.

Public Safety Minister Ralph Goodale on Tuesday said: "At this stage, based on the state of the investigation, which is led by the Toronto police service, there is no connection between that individual and national security".

"While we did our best to seek help for him throughout his life of struggle and pain, we could never imagine that this would be his devastating and destructive end", they said.

Before Sunday's shooting, councillors had already set aside the day to debate a range of initiatives aimed at tackling rising gun violence in the city - a discussion that took on new urgency after the attack.

The duplicitous response of conservative Mayor John Tory couched the shooting, which he called "an act of cowardly violence", purely in terms of issues of gun control, saying "there are far too many people carrying around guns who should not have them".

"She was. smart, passionate and full of energy". "The only thing I want to do is go to her funeral".

"It is hard to know what is going to happen days or weeks from now, but what I know of Toronto is that people will respond by coming together and that will be expressed in a number ways or places, but some of the upcoming festivals might be where we see that in a significant way".

Police have not identified the 10-year-old.
