Police talk to a woman who climbed to the base of the Statue of Liberty. The woman, who was alone, has given "no indication" of why she was climbing the statue, Somma said.

Authorities could not confirm whether the woman was part of a group of protesters who earlier unfurled a banner that read "Abolish ICE" from the base of the statue in a protest against USA immigration policy. Okoumou is expected to appear in Manhattan Federal Court on Thursday and may face misdemeanor charges including trespassing, disorderly conduct and violating national park regulations, police said.

Activists with the group Rise and Resist say they hung the banner to protest President Donald Trump's immigration policies.

She also unsuccessfully filed a complaint against a Staten Island community residence for discrimination in 2007, the News reported.

The group behind the banner says the climber isn't connected to the earlier demonstration.

After about seven people were arrested in that demonstration, Okoumou walked to another part of the statue base and refused to move "until all the children are released", a New York Police Department official told CNN.

A woman was spotted scaling the statue, and had made it to Lady Liberty's midsection, US Park Police public information officer Sgt. Dave Somma told NBC 4.
