Delivering his statement on the 104-page White Paper to UK MPs who - unlike reporters in London and Brussels - were not given a chance to read it before publication, newly appointed Brexit Secretary Dominic Raab said the proposal offered an "innovative and unprecedented economic partnership".

"The plan envisions that we will still participate in EU agencies that provide authorisations for goods in highly regulated sectors - namely the European Chemicals Agency, the European Aviation Safety Agency and the European Medicines Agency - accepting the rules of these agencies and contributing to their costs".

For pro-EU MPs and City of London figures, the proposal doesn't keep the United Kingdom close enough to the single market, as there is no mention of single market treatment for services.

For the City of London the plan would accept that firms lose their "passporting" rights to operate in the European Union, but seeks a hybrid arrangement. This would permit "only paid work, in limited and clearly defined circumstances, in line with the current business visa policy", the white paper said.

"As part of this, the existing autonomous frameworks for equivalence would need to be expanded, to reflect the fact that equivalence as it exists today is not sufficient in scope for the breadth of the interconnectedness of UK-EU financial services provision", the White Paper said.

Other eurosceptics who want a clean break with the bloc are also livid, prompting speculation they may launch a confidence vote against May.
