Report: NBA, USA Basketball blindsided by NCAA's proposed rule changes

The NCAA announced significant changes to its rules on college basketball recruiting and player eligibility on Wednesday, including a scenario in which USA Basketball could eventually determine what "elite" high school players would be allowed to enter into formal agreements with agents in an effort to better explore turning professional while not losing college eligibility.

The Commission on College Basketball, formed by NCAA president Mark Emmert and chaired by former Secretary of State Condoleezza Rice, made recommendations that look like they moved the goalposts on college basketball's corruption issues - but didn't create any meaningful solution.

Unscrupulous individuals won't halt their endeavors simply because of any reforms, but the NCAA didn't take any legitimate steps to make those pursuits more hard. In the past, players had to remove themselves from the NBA's draft pool at least 10 days before the event in order to preserve their amateur status. Now, players will be able to return to school if they are not drafted.

The changes also include allowing a player to return to school if undrafted, but only if he sought the NBA advisory evaluation and participated in the scouting combine — a number that NCAA senior vice president of men's basketball Dan Gavitt said would be "very limited in scope".

Now college basketball players can work with an NCAA-certified agent while testing the waters of declaring for the NBA draft.

Provide college basketball players more freedom and flexibility to decide their future.

National Basketball Association teams, especially with the improvement of the G-League, are more equipped to handle and develop 18-year-old players as opposed to the late-1990s and early-aughts. The league had come to no conclusions on draft eligibility and was still weighing its options at the time.

College players can be represented by players' union- and NCAA-certified agents beginning after any season, as long as they request an evaluation from the undergraduate advisory committee.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated. There would not be a financial relationship between the student-athlete and the agent.

Except, it appears the NCAA never consulted the NBA or USA Basketball before announcing those rules, which makes neither change relevant.

Last month in Las Vegas, NBA Commissioner Adam Silver said, "My personal view is that we're ready to make that change, [but] that it won't come immediately".

Asked if he felt these changes were trending toward ending the one-and-done rule, Dixon said: "I don't think this has any impact on what the [NBA] players' association does and what the NBA does".

The changes did not address several logistical issues.

Minimize the leverage of outside influences on high school recruits and college athletes.

Coaches and athletic staff will be required to report athletics-based income from sources other than their schools.

On the enforcement side, the NCAA said those investigating NCAA cases can now accept information established by another administrative body, such as courts of law or government agencies.
