The federal government has issued a waiver for years so that California can set higher mileage standards than the rest of the country.

Officials in the Trump administration said their actions would make autos more affordable and that would make roads safer because more motorists would be driving newer cars with the latest safety features.

"To the Trump administration: make no mistake about it - we are ready to use every legal tool at our disposal to protect the current vehicle emission standards", Becerra said July 19, responding to reports the waiver might be revoked. The plunge in natural gas prices and other market forces have steadily lowered the climate impact of utilities, but transportation is proving more stubborn.

The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025.

California Gov. Jerry Brown called the proposal "reckless".

As expected, the government claims the new fuel economy standards are "anticipated to prevent thousands of on-road fatalities and injuries as compared to the standards set forth in the 2012 final rule". The administration also says that its preferred plan for fuel economy will reduce society-wide spending by $502 billion for vehicles built between 1975 and 2029.

The argument remained on the EPA's website Thursday.

"For more than a decade, ME and the other states have used our rights under the Clean Air Act to limit tailpipe pollution beyond federal minimum requirements", Emmie Theberge, federal project director at NRCM, said in a statement.

California is fighting to keep fuel-efficiency standards in place after the EPA announced the rollback of Obama-era mileage standards.

The proposal to roll back anti-pollution efforts is in line with President Donald Trump's decision a year ago to abandon the 2015 Paris Agreement, under which countries agreed to take steps to mitigate global warming.

At a May meeting in the White House, auto firms appealed to Trump to tap the brakes on the administration's aggressive rollback plan.

More than a dozen states follow California's standards, amounting to about 40 percent of the country's new-vehicle market.

Backers of the Obama-era rules dismissed these points, noting that more efficient fuel rules meant consumers would spend less on gasoline, while reducing emissions that cause global warming.

Mitch Bailwol, the president and chief executive of the Alliance of Automobile Manufacturers, said in April that he remains committed to one national mileage and emissions standard.

Representatives of the USA auto industry praised the administration's proposal, even as some automakers privately have expressed unease at the prospect of abrupt changes in fuel standards and having to meet different standards in different states.
