By the end of the weekend, Lane may become the wettest tropical system to impact the United States, breaking a record set exactly one year ago to the day when Hurricane Harvey dropped 60.58 inches of rain in Port Harvey, Texas.

In a message to citizens, Federal Emergency Management Agency chief Brock Long urged people to continue to take the storm seriously and "don't let your guard down".

He says all the rescues occurred in the east side of the Big Island.

At the Hilton Hawaiian Village, guest Elisabeth Brinson said hotel staff left a notice that the rooms will still have water and phone service, and a backup generator would power one elevator per building in the event of a power outage.

"The President reiterated that the federal government is fully committed to helping the state in the response and recovery efforts related to Hurricane Lane", a statement from the White House said.

Lane first approached the islands earlier this week as a Category 5 hurricane, threatening catastrophic damage to the island with winds of 252 kilometres per hour or above.

Caldwell told residents to be a high alert as the near-stationary Lane with winds whipping up to 70 miles per hour lingers and can still cause significant damage and disruptions, including power outages. Tropical systems prefer upper air wind patterns without any wind shear (the change in wind speed or direction with height).

Officials with the Department of Land and Natural Resources transferred about 2,000 rare Hawaiian snails from a mountain marsh to offices in downtown Honolulu on Oahu, the state's most populated island. Select areas on the Big Island have reported 30-40 inches of rain and flash flooding concerns extend to the other areas of the islands.

It's not known if the storm played any role in the start of several wildfires near the historical coastal town of Lahaina on Maui.

Social media videos depicted parked cars filling up with flames after a nearby brush fire reached a residential area. He and neighbors honked horns to alert others.

In Waikiki, the man-made Ala Wai Canal is likely to flood if predicted rains arrive, said Ray Alexander of the US Army Corps of Engineers. The canal marks the northern boundary of the Waikiki tourist district.

Not everyone feared the storm.

Police on loudspeakers told surfers and swimmers to get out of the water, saying the beach would be closed until further notice.

Honolulu Mayor Kirk Caldwell said the good news for residents is that the storm has lost strength.

Crystal Bowden, a tourist from California, watched powerful waves crash against cliffs on Oahu's southeast coast.

"I came in to visit, got here just in time for the hurricane", Bowden said. "We're kind of excited".

The American Red Cross said more than 1,100 people were staying in shelters.

The rainfall eased early Saturday.

A Tropical Storm Warning means that tropical storm conditions are expected somewhere within the warning area. Hawaii rarely gets hit.
