North Korea pledges to close down key missile test site

"Chairman Kim expressed his wish that he wanted to complete denuclearization quickly and focus on economic development", Moon told a news conference in Seoul, describing his three-day summit with Kim in the North's capital of Pyongyang.

"The North has made a decision to permanently abolish the Tongchang-ri engine test site and missile launchers, with the attendance of experts from relevant countries".

Moon flew separately to the region before joining Kim and taking a cable auto together to Heaven Lake, a caldera at the top of the mountain, and walked around the area along with other officials from both sides, Moon's office said.

Moon says such steps, combined with North Korea's unilateral but unverified dismantling of a nuclear testing ground earlier this year, would prevent the North from advancing its weaponry through further nuclear and missile tests.

Moon plans to return to South Korea later Thursday, but the leaders are still basking in the glow of the joint statement they settled Wednesday.

On Wednesday evening, Mr Moon and his host attended a show of the North Korean Arirang propaganda festival. They also agreed to withdraw 11 guard posts from the Demilitarized Zone by December and to establish a no-fly zone above the military demarcation line that bisects the two Koreas that will apply to planes, helicopters and drones.

Spokesperson Kim said the South Korean President had told the DPRK leader that he would like to climb Mount Paektu through Korean territory, not visit via China as is typically required of ROK citizens.

After the two leaders pledged new steps aimed at salvaging nuclear talks on Wednesday, Moon and Kim chose to use the final day of their three-day summit to go up the symbolic mountain on the Chinese border together.

"The North Koreans are offering gestures that mimic disarmament", arms control expert Jeffrey Lewis tweeted.

Moon's parents fled the North during the 1950-53 Korean War.

Washington calls for concrete action, such as a full disclosure of North Korea's nuclear and missile facilities, before satisfying Pyongyang's key demands, including an official end to the war and the easing of worldwide sanctions.

North Korea announced it would disassemble the complex if the United States takes "corresponding measures" under a comprehensive agreement reached by the leaders of the two rival Koreas.

The catch is that Kim wants the U.S.to take unspecified "corresponding steps" - a likely reference to North Korea's desire for the U.S.to declare a formal end to the Korean War, in which fighting ended in 1953 without a peace treaty. "I now propose that we completely eliminate the hostility of the past 70 years and take a big step forward in peace so that we can become one again".

Speaking before Pompeo's announcement, two senior US officials involved in US-North Korea policy voiced fears Kim was trying to drive a wedge between Washington and Seoul.

Trump, characteristically, hailed the result of the talks in Pyongyang between Kim and South Korean President Moon Jae-in as "very exciting" and a sign of "tremendous progress" in his effort to get North Korea to denuclearize, which Kim agreed to do in vague terms when he met with Trump himself in Singapore in June.
