The White House pushed back on Guttenberg's claims earlier Tuesday, saying that security "intervened" in the interaction because it was an unidentified individual approaching Kavanaugh.

He said during his 12 years as a federal appeals judge, he decided more than 300 cases.

[W] e believe the Constitution instructs that a judge nominated to the Court in the situation that currently confronts Judge Kavanaugh recuse himself from the full swath of cases presenting the issues of personal presidential liability. and that precedent demands he do so now, as other nominees have done under far less compelling circumstances.

After the hearing this week, lawmakers will vote on whether to approve Kavanaugh for the Supreme Court.

Asked if he thought the NRA's backing of his confirmation might have played any role in Kavanaugh's choice not to speak to him or shake his hand, Guttenberg said: "You know what?" If all goes as Republicans plan, Kavanaugh could be on the bench when the court begins its new term on October 1.

"A good judge must be an umpire-a neutral and impartial arbiter who favors no litigant or policy", Kavanaugh said in his opening statement at the tail end of the meeting. If confirmed to the Supreme Court, I will keep an open mind in every case.

"I do think that the left started this fight, but I think both of these parties are really, really, lame in teaching basic civics to our kids right now". Kavanaugh has argued that presidents should be free from civil lawsuits, criminal prosecution and investigations while in office.

Mr. Trump also weighed heavily on the proceedings, with Democrats saying the president's legal entanglements poison the entire process. He sided with the four liberals on such major rulings as upholding abortion and gay rights, and affirmative action to increase university admissions for racial minorities.

Kavanaugh also is likely to face questions about his views on investigating sitting presidents and the ongoing probe led by special counsel Robert Mueller into Russian meddling in the 2016 USA presidential election.
