It remains a Category 1 hurricane with top sustained winds of 80 miles per hour, but stronger wind gusts have been reported. More than 751,859 people in North Carolina without power as of 3 p.m. ET in North Carolina, North Carolina Emergency Management tweeted. But its progress had slowed to a crawl of 5 miles per hour.

Florence's intensity has diminished since it roared ashore along the USA mid-Atlantic coast on Friday as a hurricane.

Evacuations underway in North Carolina.

A spokesperson for the ABC affiliate said roads around the building were flooding.

He earlier said the storm system "is unloading epic amounts of rainfall: in some places, measured in feet, not inches".

Just after midnight, the station tweeted that everyone had safely evacuated.

Storm surges - the bulge of ocean water pushed ashore by the hurricane - were as high as 10 feet (3 meters).

The Miami-based center had said earlier Friday Florence's arrival would come with "catastrophic" fresh water flooding over portions of the Carolinas.

Across the Trent River from New Bern, Jerry and Jan Andrews returned home after evacuating to find carp flopping in their backyard near the porch stairs.

"Right now we've rescued over 400 people".

Officials had warned before the storm that the rains could risk tainting waterways with murky coal ash and toxic hog waste. They included three who died "due to flash flooding and swift water on roadways", the Duplin County Sheriff's Office reported.

Preparing for the worst, about 9,700 National Guard troops and civilians were deployed with high-water vehicles, helicopters and boats. The Army Corps of Engineers was preparing to start work restoring power, installing temporary roofing and removing debris.

The National Weather Service reported wind gusts of up to 21 miles per hour on September 14 morning in Columbia.

It's about the water, not the wind, with Florence making an extended stay along the North Carolina coast.

Firefighters said the area had not been in the zone under evacuation orders.

As it made landfall on the USA southeast coast on Friday, Florence buckled buildings, flooded entire communities and left more than 900,000 homes and businesses without power.

The storm was expected to move across parts of southeastern North Carolina and eastern SC on Friday and Saturday, then head north over the western Carolinas and central Appalachian Mountains early next week, the NHC said.

"It was actually pretty scary, the message she sent me: 'I'm letting you go, God blessings I love you, '" Gabe said. "We know how to prepare our plants for these types of major events". As U.S. citizens, Puerto Ricans - who according to polls have a very low opinion of the president - can vote in state elections once they've established residency and registered.

Almost 814,000 homes in North Carolina and 170,000 in SC are without power.

As of Saturday morning, the storm had dumped over 30 inches of rain in parts of North Carolina.

The center of the eye of the hurricane made landfall in Wrightsville Beach, North Carolina, and was moving slowly westward just south of Wilmington.

Outer Banks residents and businesses owners are reporting relatively minimal damage in the low-lying barrier islands.

Floyd produced 24 inches (61 cm) of rain in some parts of North Carolina while Florence already has dumped about 30 inches (76 cm) in areas around Swansboro.

Florence peaked at a terrifying Category 4 with top winds of 140 mph over warm ocean water before making landfall as a Category 1 hurricane at 7:15am at Wrightsville Beach, a few miles east of Wilmington and not far from the SC line.

Florence pounded away at the coast with torrential downpours and surging seas, rescue crews used boats to reach more than 360 people besieged by rising waters in New Bern, while many of their neighbours awaited help. Dozens more were pulled from a collapsed hotel.
