At least 15 people have died since Florence made landfall Friday as a Category 1 hurricane near Wrightsville Beach, 10 in North Carolina and five in SC.

Hurricane Florence has come and gone through North and SC, but its heavy rains and storm surge have caused significant flooding in cities and towns across the region.

The storm stretched across at least six states, but the hardest hit were the Carolinas.

The coastal city of Wilmington, North Carolina, remained cut off by flood waters early on Monday.

President Donald Trump says the aftermath of last year's hurricanes in Puerto Rico have been an "incredible, tough situation" but adds, "we fought, and we are winning that one big".

Tropical depression Florence is expected to weaken on Monday before re-intensifying as it transitions to an extratropical cyclone Tuesday and Wednesday, the U.S. National Hurricane Center said on Monday.

Florence was causing severe weather over Virginia as it moved north, with WWBT reporting a tornado outbreak that included at least one touchdown.

On Friday, 47-year-old Jason Wienmann was in New Bern, North Carolina, driving through flooded neighborhoods to rescue stranded residents, CNN reported.

It has dumped up to 100cm of rain on North Carolina since Thursday, the NWS said.

When North Carolina Governor Roy Cooper declared a state of emergency ahead of Hurricane Florence, the state's price gouging law went into effect.

"It just seems like the right thing to help people out", Linden, Tennessee resident Jeff Durham told CBN News.

Wilmington was also the site of the first deaths of the hurricane.

"We got them out, but by the time we left, the water was so high that they would have drowned".

"People fail to heed warnings and get out or they get into the flood waters trying to escape their home".

An 88-year-old man was also found dead next to a vehicle that had been submerged by the floods in Union County on Monday.

Some 2,800 North Carolina National Guardsmen were actively aiding rescue and relief efforts Sunday with another 1,000 on standby.

Many motorists driving on the just-reopened southbound I-95 lanes in SC appeared to be local, Collins said.

The number of customers without power across North Carolina fell to just under 500,000, with about 20,000 in SC.
