Bobi Wine 'blocked' from leaving for torture treatment

After his rearrest Ssentamu was taken to Kirrudu General Hospital, a government facility in Kampala.

Bobi Wine and Zaake were on Thursday evening blocked from travelling overseas for specialised treatment and police subsequently booked them into government's Kiruddu hospital, a satellite hospital of Mulago.

Mr Kyagulanyi's elder brother said he was to go to a U.S. facility for scans on a problematic hip and organs. "We are heading to Entebbe to book the next flight to USA", Mr Nyanzi said.

"You can not go from here unless you present travel clearance from the Criminal Investigations Department", the Chief of Joint Security Operations at Entebbe Airport, Mr James Ruhweza, told the MP in the VIP lounge where he had been delivered in an ambulance en route to Manipal Hospital in India.

"We are saddened that after leaving custody with injuries Hon Kyagulanyi was stopped from leaving Uganda, and in the most callous and inhumane manner", reads part of the statement.

The 36-year-old had been freed on bail on Monday but faced no travel restrictions after he and several other lawmakers were charged with treason over an incident in which the president's motorcade was pelted with stones and Ssentamu's driver was shot dead.

Ssentamu's supporters say that he was badly beaten and tortured while in army custody, during and after his arrest in the northwestern town of Arua earlier this month, and requires medical treatment overseas. "Given the fact that he is on bail, the police is concerned and await for guidance from the relevant government department", the police said in a statement.

Ssentamu had been stopped Thursday night while trying to board a US -bound flight at the Entebbe airport and was checked into a hospital in the capital, Kampala, in a "worrying condition", according to his lawyer, Asuman Basalirwa.

The court declined a request by the state to have the MP's surrender his passport.

On Thursday, the Kyaddondo East MP was denied access to Entebbe Airport grounds by Aviation Police who ordered him to wait for further instructions near the airport gate.

Last evening, a CID team led by Ms Grace Akullo, went to the Airport in the company of Dr Moses Byaruhanga, the police director of medical services, to oversee Mr Zaake's transfer to Mulago.

Ugandan media quoted Kyagulanyi's relatives as saying he was scheduled to travel to the U.S. for scans on a problematic hip pain and in the organs following the serious injuries he suffered at the hands of the police in Arua.

Zaake, the other lawmaker, has not been charged but has been in hospital in Kampala.

At the airport, tempers flared as MPs including Ms Babirye Kabanda (Masaka District Women), Mr Allan Ssewanyana (Makindye West), Mr Elijah Okupa (Kasiro County) and Bugiri Municipality MP Mr Asuman Basalirwa demanded that Mr Zaake travels. He was checked into a hospital in the capital, Kampala, in a "worrying condition", the lawyer said. A source in police who preferred anonymity told URN that Bobi was cleared for travel following the board's recommendation. "Soldiers and riot police are still clearing the roads", Nvule said.

He said: "The family has met Sh200 million expenses. Let them not create bad scenes".
