One Scottish Remainer Tory MP decried Mr Johnson's intervention as "completely irrelevant" but agreed that the Chequers Plan was a non-starter given the EU's deep opposition to the proposed customs arrangements.

The clash marks the renewal of the parliamentary sitting following the summer recess, raising the curtain on what is likely to be a tumultuous few months as MPs battle over Brexit.

Think tank U.K.in a Changing Europe said Monday that the short-term consequences of failing to get a deal would be "severe and overwhelmingly negative".

"What we need at this time is serious leadership, with a serious plan".

However, Mr Raab was warned against "self-delusion" by former Tory minister Sir Christopher Chope, a member of the Commons' Brexit committee.

Downing Street claimed the current proposals put forward by the prime minister are the "only credible and negotiable plan" suggested from any quarter and that they would deliver on "the will of the people".

But he said that the vote should be on the terms of exit, not on whether Brexit would actually happen, which he said had already been decided.

"That's what people deserve now, because the promises that were made during the referendum campaign are simply not the reality we are facing".

The UK will leave the European Union on 29 March.

Stephen Gethins, SNP Europe spokesman at Westminster, said: "As the deeply damaging consequences of a "no deal" Brexit become clearer, as Scotland's economy continues to outperform the United Kingdom and as people grow increasingly concerned about the future under Westminster rule, support for Scotland's ability to take its own decisions in an independent country will only grow further".

However, Mr Johnson said the Border had been "ingeniously manipulated" by some members of the government to block Brexit.
