Floodwaters from Hurricane Florence are leaving quite a fishy situation in North Carolina.

Her crime? Law enforcement allege she practiced veterinary medicine without a license. The storm's historic rainfall brought an assault on the region's infrastructure and killed 44 people, but with the waters finally receding, an unexpected effect of the tempest has revealed itself.

Tammie Hedges, the owner of a nonprofit animal rescue called Crazy's Claws N Paws, was in the process of turning a warehouse space into a certified animal shelter when news of Florence hit. "The roads may be unsafe, underwater or in some areas missing". Volunteers stayed with the animals 24 hours a day. In total, 27 pets fell into Hedges' care, 17 cats and 10 dogs.

"The goal was to make sure that they were not out there drowning", Hedges told WNCN, a local television station.

'So a group of us got together to do something to help those animals is why we opened our building to them so they'd have a safe dry place to go until their owners returned to get them.

Floodwaters have begun to recede farther inland.

The rescue announced Friday that Hedges had been arrested and taken to the Wayne County Detention Center before she was released on a $10,000 unsecured bond.

The animals came from the streets, where volunteers found them, and from owners who had to evacuate but couldn't bring their pets with them, said Kathie Davidson, who volunteers for a nonprofit that Hedges founded a few years ago in Goldsboro, N.C. numerous animals were sick, injured and neglected.

"Florence is gone, but the storm's devastation is still with us", Cooper said at a news conference.

County officials confiscated the animals.

The North Carolina Department of Transportation noted the problem as well, posting photos with fish of all sizes, including one large fish that seemed to be stuck while trying to eat a smaller fish that was still hanging out of its mouth.

Upon entering the warehouse, officials "developed serious concerns regarding the practice of veterinary medicine without a license and the presence of controlled substances", the county said.

How did Hedges allegedly attempt to practice veterinary medicine?

If she hadn't done what she did, then they'll be charging her with animal neglect and cruelty.

Hedges said she gave amoxicillin to some sick animals and also used a topical antibiotic ointment.

In an interview with WNCN, she acknowledged her emergency shelter was not registered with the state, but said she was simply looking out for the well-being of helpless animals.

"We're not just gonna let [the animals] suffer and die and drown", she said.

The county added that the animals surrendered to the county "were checked out by a licensed veterinarian and Animal Services is working to reunite them with their owners".
