An Israeli military delegation led by Air Force Chief Major General Amikam Norkin provided Russia with a report saying that Syria's indiscriminate air defense fire was the cause of the downing of a Russian Ilyushin Il-20 aircraft, a senior Israeli army official said at a briefing for foreign reporters on Friday.

Israel sent its air force commander to Moscow on Thursday to share the military's findings on what happened.

Netanyahu's delegation pointed out the uptick in Syria's missile attacks since it succeeded in downing an Israeli F-16 last February, the first such incident since the first Lebanon war in 1982.

"The meetings were held in good spirits and the representatives shared a professional, open and transparent discussion on various issues", the Israeli military said.

Russia's foreign ministry has partially blamed Israel for the incident, calling it a "provocation", although President Vladimir Putin on Tuesday absolved Israel of direct responsibility and spoke of a "chain of tragic accidental circumstances", while Israel expressed sorrow over the deaths of the Russian servicemen but maintained Syria is to blame for shooting "indiscriminately" in response to the Israeli airstrikes.

"Both sides emphasized the importance of the states' interests and the continued implementation of the deconfliction system", the statement said. It was during this time that the Russian spy plane was said to have been shot down.

The Israeli military said in a statement that they presented the situation report regarding the plane's downing, as well as the pre-mission information and the findings of an Israeli military inquiry.

An Israeli official later Friday dismissed the report as false.

The report said Russian Federation demanded Israel conduct a new investigation into the incident.

"The president of Russian Federation urged the Israeli side not to allow such situations from now on", it added.

"Our presentation showed that Syrian air defense teams recklessly and irresponsibly fired missiles after our fighter jets had already left the area, downing the Russian aircraft", he said.

But the Russian Defense Ministry charged that the Israeli warning came less than a minute before the strike, leaving the Russian aircraft in the line of fire.

Initially the incident appeared likely to cause friction between Israel and Russian Federation, with the Defence Ministry in Moscow accusing Israel of indirectly causing it.

It also said "new information" on the incident would "emerge soon", without elaborating.

The Israeli military said its jets had targeted a Syrian site that was in the process of transferring weapons to Iran-backed Hizballah militants. The Israeli military says it warned Russian Federation in advance about the strike, while Moscow said it received notice "less than a minute" beforehand, preventing it from getting its troops out of harm's way in time.
