Florence has killed at least 36 people, including 27 in North Carolina, eight in SC and one in Virginia.

President Trump once again told survivors of a killer hurricane to "have a good time, " offering the ill-timed comment on Wednesday, during a tour of storm-ravaged North Carolina.

"Our people are still reeling".

North Carolina Gov. Roy Cooper on Wednesday said, "We are a state that is hurting".

Richardson says the patients' bodies were being recovered Wednesday morning. He said all Americans are grieving... and will never forget their loss.

"And to all those impacted by this awful storm, our entire American family is with you and ready to help".

Later he traveled to Conway, South Carolina.

Authorities confirm two detainees drowned when a van was swept away in rising flood waters in SC.

In the hours after Florence made landfall last week, more than 350 people had to be rescued from New Bern, which is flanked by the Neuse and Trent rivers.

"We want to get everybody back to work...this area has been very badly damaged", he said.

Many were outside enjoying the attractive weather Wednesday, he said. "We're with you all the way".

Greenville News reporter Gabe Cavallaro tweeted photos comparing a flooded street that had since returned to normal. That's double the amount that were killed by Hurricane Matthew in 2016, and the numbers are expected to continue climbing.

"Even though it's nice and handsome and sunny", there are still unsafe conditions for Carolinians, Trump said.

President Donald Trump escalated his attacks on Attorney General Jeff Sessions , saying, "I don't have an attorney general". Actually, the Federal Bureau of Investigation reported shortly thereafter any reason for him to recuse himself.

"Lot of money coming from Washington", he promised. "We are anxious about Friday".

"It's going to get rough for SC", he warned ahead of the expected cresting of rivers. High winds brought down trees and damaged homes.

They passed a vehicle buried in floodwaters and called out to see if anyone was in it. "It's just hard to explain".

"We're going to be there 100 percent".

The death toll rose to at least 37 in three states Tuesday, with 27 fatalities in North Carolina, as Florence's remnants went in two directions: Water flowed downstream toward the Carolina coast, and storms raced through the Northeast and in to the Atlantic.

The 55-year-old Jordan said he still has an aunt, cousins and several buddies who live in coastal North Carolina. Eight others died in SC, and an additional person was killed in a storm-related tornado in Virginia.

Trump then visited a church in heavily hit New Bern, North Carolina, where he helped hand out meals to victims of the flooding.

Many of those waterways are rising or cresting in the Carolinas, though a few were receding. Much of Lumberton, where the Lumber river flooded mostly lower-income housing, was still inaccessible.

Cooper warned that the flooding is far from over and will get worse in places. "Please.do not try to return home yet".

"All my stuff is gone", she said.

A Philippine police officer says residents of a mining camp in a mountain village refused to leave ahead of the powerful typhoon, believing their chapel and nearby bunkhouses were on stable ground.

The resident said he did not know who the boat belonged to.
