On Wednesday, the U.N. High Commissioner for Human Rights published a report that said the Nicaraguan government is using violence to repress widespread protests.

"This signifies an expulsion because they haven't finished their work in the country", said Marlin Sierra, executive director of the Nicaraguan Center of Human Rights (CENIDH).

The chief of the United Nations mission, Guillermo Fernandez, said his team would continue to monitor the situation from overseas.

Thousands of Nicaraguans have fled the country to seek refuge in neighboring Costa Rica for fear of being arrested as part of a government crackdown on Ortega opponents.

Nicaragua's descent into chaos was triggered on April 18 when relatively small protests against now-scrapped social security reforms were met with a government crackdown, backed by armed paramilitaries.

"We will continue to monitor the situation and accompany the victims in their search for justice and truth from the Regional Office in Panama", it said.

The report calls for the disarmament of masked civilians it says is responsible for the killings, torture and detentions.

The U.N. Security Council will discuss the situation in Nicaragua on September 5.

On Wednesday, the United Nations delegation released a report documenting human rights violations between April 18 and August 18, including the disproportionate use of force and extrajudicial killings by the Nicaraguan police, disappearances, widespread arbitrary detentions and instances of torture and sexual violence in detention centers.

The report also highlighted violence by the protestors, pointing to attacks on members of the ruling Sandinista party, government officials and security forces, with 22 police officers killed.

The government also accused the United Nations team of overstepping its authority in violation of Nicaragua's sovereignty and said the United Nations had not been invited to evaluate the human rights situation, but to accompany the commission working to end the crisis.

Ortega has called the protesters "terrorists" working in coordination with domestic and foreign interests which want him removed from office.
