The forecast for Florence has not changed, unfortunately: It's still raining, and rivers are still rising. Levees are straining against the sheer amount of water. Wilmington, which was cut off due to floodwaters, got 2 feet.

Flooding worries increased in West Virginia and Virginia, where roads were closed and power outages were on the rise.

Several large rivers and creeks have broken their banks, threatening homes with further damage after the tropical depression Florence, once a major hurricane, made landfall over in North Carolina on Friday. Further rescues are ongoing. In the port city of Wilmington, residents awoke to the sound of power transformers blowing up, plunging homes into darkness as Hurricane Florence's howling winds whipped through the streets sending metal signs, water and debris flying.

So far 23 deaths have been confirmed, six in SC and 17 in North Carolina.

People who see price-gouging are advised to contact the state attorney general's office.

Florence's remnants, described by the National Weather Service as a post-tropical cyclone, rolled over the northeast United States, hitting parts of southern NY and northern Pennsylvania.

More than 340,000 customers were without power on Tuesday morning, according to power companies, down from a peak of almost 1 million outages.

Downgraded from a tropical depression, the deadly storm still had abundant rain and top winds around 25 miles per hour (40 kph).
