Isaac has weakened to a tropical storm, but as it gets closer to the Lesser Antilles with a threat of strong winds and heavy rains, a hurricane watch has been issued for Guadeloupe, Martinique and Dominica, while Antigua and Montserrat are under tropical storm watch.

Joyce has maximum sustained winds of 45 miles per hour (75 kph) and is expected to become a tropical storm and to strengthen by Thursday.

A Tropical Storm Watch means that tropical storm conditions are possible within the watch area, in this case within 36 to 48 hours.

The government of the Netherlands has discontinued the Tropical Storm Watch for Saba and St. Eustatius.

While a tropical storm watch is in effect for St. Kitts and Nevis, at Pond Hill, Nevis, forecaster Harry W. Hallstrom said, "Isaac is getting ripped apart with wind shear". The storm, which just days earlier had been a hurricane, weakened significantly as it approached the the Lesser Antilles and passed with little notice in the USVI, stirring some winds and bringing some hit-or-miss showers to the territory but little else.

Isaac is expected to produce up to 3 inches of rain, with isolated maximum totals of up to 5 inches, across southeast Puerto Rico.

In the meantime, a deferred death certificate will allow Miller's family to move forward with burial or cremation. An official cause of death cannot be announced until all lab tests are released, which could take weeks.

It's now expected to continue weakening and dissipate in five days. Tropical-storm force winds extend outward to 105 miles from the center.

Varlack Ventures announced Tuesday evening that it anticipates the ports will be closed at 8 a.m. Thursday, and said it will announce the last runs between Cruz Bay and Red Hook after Wednesday's 1 p.m. advisories.

"Persons located within these areas should take all necessary actions to protect life and property from rising water and the potential for other risky conditions", the hurricane center briefing said. "There will be some rain but at the moment it doesn't look as though that's going to be the issue".

Meteorologists are also keeping an eye on yet another tropical disturbance that's spinning in the western Gulf of Mexico.

"Cloudiness and showers associated with a trough of low pressure over the south-central Gulf of Mexico have decreased since yesterday and the Air Force reconnaissance plane scheduled to investigate the system for today will likely be canceled", said the NHC on September 12. A hurricane hunter plane is scheduled to investigate the system Thursday.
