Last Friday, an angry mob torched the consulate in Basra as well as a number of government buildings amid growing unrest in the province over high unemployment and poor public services.

The move comes just two days before a key parliamentary meeting that may allow the premier's political rivals to form a government without him.

Following the tour of the troubled southern city, Abadi promised more jobs and development for Basra.

Protests continue to grow in Basra, where violent demonstrations against poor services and government corruption have been raging for months.

Abadi has also called for unity, as disagreements among political parties appear set to cause further problems.

The announcement came as the parliament prepares to elect a new speaker on Saturday.

A member of al-Abadi's al-Nasr List, or Victory List, said Friday that the outgoing prime minister is still negotiating to form the largest bloc in parliament and if he succeeds then al-Abadi will be nominated for forming the new Cabinet.

Iraqi Prime Minister Haidar al-Abadi has indicated he may not seek a second term amid power struggles in the country, although observers say it was unclear if he was actually giving up any claim to power. "I did not and will not request the post of prime minister in the second term", he said at a news conference in Baghdad on Thursday.

"Then the nomination of the candidate of the biggest bloc for the prime minister post away from the political party quotas and to agree on the government programme that we have submitted that guarantees the benefits of the security and economic achievements of our government". Prime minister Haider al-Abadi has ordered an investigation into the violence.

This followed populist Shiite cleric Moqtada Al Sadr abandoning his alliance with Mr Abadi after a Saturday parliament session called by Mr Sadr to address the situation in Basra. The results of the vote will give a concrete indication as to which bloc will be able to form the future cabinet.
