The nationality of the migrants was not made clear nor was it known where they were heading.

Turkish television pictures showed the stricken wreckage of the vehicle, which was reduced to burned-out metal by the impact of the crash.

The truck driver lost control of the vehicle and it crashed at around 8 a.m. (0500 GMT) in the Gaziemir district, near the airport south of Izmir city, DHA said.

Once the driver's hospital treatment is completed, he will be sent to court with a demand to be arrested, Anadolu said.

Meanwhile, Chief Public Prosecutor's Office in Menderes launched an investigation over the incident.

The passengers were foreign migrants who had reached a deal to be transported to the Samos island in Greece, off the coast of Izmir, Demiroren news agency reported.

Samos is just a few kilometres north of Turkey's Dilek peninsula that juts out from the Izmir region.

The lorry crashed through a barrier and landed in an irrigation canal 20m (65ft) below, in the western province of Izmir.

In addition to the dead, 13 people were taken to hospital with injuries.

Turkey has been one of the main routes for asylum seekers and refugees fleeing war and poverty in the Middle East and Africa, but numbers have fallen since a peak in 2015.

A deal with the European Union in 2016 to send those migrants back to Turkey significantly curbed the number of border crossings but many desperate migrants still attempt the journey.

Twenty-six others are still officially listed as missing after that accident, according to Anadolu.
