The number of people who were present at the site at the time of the attack is not clear.

Independent Election Commission deputy spokesman Aziz Ibrahimi said voting was to start at 7 am.

The Electoral Complaints Commission has received thousands of complaints following three days of voting in 33 out of 34 provinces.

While preparations had been "better" in Kandahar compared with the previous weekend, hiccups with biometric devices and voter lists persisted.

"People are frustrated and waiting for hours in long lines", said Gulalai who voted at a polling station set up in a Kandahar city school.

Kandahar voting was delayed after an 18 October attack by a turncoat Afghan guard killed the province's powerful provincial police chief, General Abdul Razik.

On the eve of the ballot, Afghan air strikes killed at least 56 Taliban militants in Kandahar's Shah Wali Kot district, provincial police spokesman Zia Durrani told AFP.

"I request all men, women, young and old that if you really want a bright Afghanistan then come out for the sacrifice and cast your vote", said Mohammad Saddiq an elderly voter.

IEC figures suggest around half of the almost nine million people registered to vote actually cast a ballot.

Trump's nuclear-treaty withdrawal sends a message
Lavrov noted that Moscow has very serious questions for the United States about the implementation of the treaty by the Americans. They say that the United States is preparing war, and Russian Federation is going to fight back.

Washington's top commander in Afghanistan General Scott Miller had earlier escaped unhurt in an attacked by the Taliban.

Insurgent groups, especially Taliban militants, had vowed to disrupt the polling process.

That compares with almost nine million on the voter roll, but many suspect a significant number of those were based on fake identification documents that fraudsters planned to use to stuff ballot boxes.

Afghanistan's first parliamentary elections since 2010 were held against a backdrop of near-daily attacks by the Taleban, who have seized almost half the country and have refused offers to negotiate with the government.

That was significantly higher than the government's casualty figures, supporting speculation that officials had deliberately downplayed the violence so voters would not be scared off.

More than 2,500 candidates, including mullahs, journalists and sons of warlords, are competing for 249 seats in the lower house.

This year's elections have become the first parliamentary election in Afghanistan since 2010.

Preliminary nationwide results are expected to be released in November.
