But North and SC, along with much of the southeast and Mid-Atlantic, the Tennessee Valley and Ohio Valley, "all have equal chances for below-, near- or above-average temperatures", NOAA said.

The balmy prediction is due to the roughly 75% chance of an El Niño developing.

These warmer-than-usual temperatures in the Pacific Ocean often bring warmer winters across the country as well as more rain to Southern California and the southern U.S. During the winter, typical El Nino conditions in the US can include wetter-than-average precipitation in the South and drier conditions in parts of the North. Weather experts predict a warmer than normal winter in Kansas.

The northern Rockies, northern Plains, Great Lakes and northern Ohio Valley are likely to see below-average precipitation, including snow.

Along with Michigan, Halper said northern Illinois, Indiana, Ohio and Wisconsin are expected to be drier than normal, along with parts of Idaho, Hawaii and Montana, too.

Drought conditions are anticipated to improve in areas throughout Arizona and New Mexico, southern sections of Utah and Colorado, the coastal Pacific Northwest and the Central Plains.

For those looking for snowfall projections, you won't find those in NOAA's winter outlook. "We stand by our forecast and formula, which accurately predicted the many storms last winter, as well as this summer's steamy, hot conditions", editor Peter Geiger wrote.
