Almost 40 percent of voters cast their ballots to express opposition to the president, according to AP VoteCast, a national survey of the electorate, while about 25 percent said they voted to express support for Trump. In suburban areas where key House races were decided, female voters skewed significantly toward Democrats by a almost 10-point margin.

In a high-turnout election, Democrats added at least seven governorships to their wins, turning out high-profile Republicans like Wisconsin Gov. Scott Walker. Democrats flipped seats in suburban districts outside of Washington, Philadelphia, Miami, Chicago and Denver.

Chairing the committees - where they are now the highest-ranking Democrats - will give these Democrats the power to demand documents and testimony from White House officials and figures in Trump's campaign team and businesses, and to issue subpoenas if needed.

The results, however, make it more hard for Trump to win approval for his legislative initiatives.

The gubernatorial race in Georgia, where Democrat Stacey Abrams was seeking to become the first black woman to be elected governor of a US state, remained too close to call early on Wednesday.

The Republicans expanded their control of the Senate on Tuesday but Mr Trump will facing tougher scrutiny following the loss of the House. In a tweet Wednesday, he referred to the election results as a "Big Victory". Over the last 21 midterms, the president's party has lost about 30 seats in the House and four in the Senate.

Some hurt worse than others.

Smith and more than 100 other current House Democrats have already sent a letter to Defense Secretary James Mattis seeking a response.

While House Democrats could push for a tougher approach towards Saudi Arabia and Russian Federation, they are unlikely to move the dial on Trump's biggest agenda items: China and Iran.

"We all learned in 2016 not to count on anything, not polls, not election integrity, not the electoral mood", Dawn Hucklebridge, 36, a friend of Gillum, said at his election night gathering as it became clear he would likely lose. Minnesota and Montana are close, with a less than five percent gap between approval and disapproval.

Trump said on Friday he had not discussed the Mueller probe with Whitaker before appointing him.

"In a certain way, I am on the ballot", Trump declared ahead of Tuesday's elections taking up the challenge of a referendum the Democrats had thrown at his polarising leadership.
