Montreal Protocol has prevented severe ozone depletion

Experts credit a 1987 treaty that banned ozone-depleting chemicals, as well as new technology, for the global environmental success story.

The report noted that if CFC-11 emissions continued at the same rate, return of mid-latitude and polar ozone-depleting chemicals to their 1980 values would be delayed by about seven and 20 years, respectively. The worldwide agreement compelled the global community to begin the phasing out of ozone-depleting substances like chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), and halons.

The Protocol was in response to the revelation that chlorofluorocarbons (CFCs) and other ozone-depleting substances - used in aerosols, cooling and refrigeration systems, and many other items - were tearing a hole in the ozone layer and allowing risky ultraviolet radiation to flood through.

A hole was first found in the ozone layer - which shields from the sun's harmful rays - above Antarctica back in the 1980s, as the result of harmful chemicals being released into the atmosphere. It's unclear, however, how much more warming can be expected once the Antarctic ozone hole heals. So is the gaping ozone hole in Antarctica.

The report from the United Nations said the ozone layer is recovering at a rate of one to three percent a decade. Without it, skin and eye damage can occur, and evidence suggests a rise in skin cancers associated with the thinning of the ozone layer.

"The Montreal Protocol is one of the most successful multilateral agreements in history for a reason", Erik Solheim, head of UN Environment, said in a statement.

A spokesman added that "the government will not agree anything that brings about a hard border on the island of Ireland". But she stresses that she would never allow a divide between Northern Ireland and Britain to "come into force".

The study, "Scientific Assessment of Ozone Depletion: 2018", was presented in Quito at the 30th Meeting of the Parties to the Montreal Protocol.

So a healed ozone layer will worsen man-made climate change there a bit, Newman said.

Set to enter in to force on January 1, 2019, the Kigali Amendment calls for slashing the future use of climate-warming gases in refrigerators, air conditioners and related products. India is also bound by the Protocol and its amendment, but the country gets more time to get rid of such gases as compared to the window available to developed countries and China.

Scientists found that the world can avoid up to 0.4 degree celsius of global warming this century through implementation of the Kigali Amendment. Without such measures having been taken, scientists say around two thirds of the world's already depleted ozone layer would have been destroyed by 2065.

"It's really good news", said report co-chairman Paul Newman, chief Earth scientist at NASA's Goddard Space Flight Center.
