Scott, meanwhile, has accused Nelson and Elias of trying to "steal" the election and called their efforts "sad and embarrassing". After that, any contests where the winning margin is under a quarter of a percent of the total vote will proceed to a hand recount where apparent anomalies (e.g., the sizable "undercount" of Senate votes in Broward County) that might have been produced by faulty machines will be resolved. Ballots, however, are counted by local election officials. But the machine recount is showing the race is much tighter than first thought and so it's likely to push the process to its next stage - a hand recount.

Scott has also called for a Florida Department of Law Enforcement Investigation into Broward's handling of ballots.

Miami-Dade nearly finished its recount as of Tuesday night and is ensuring there are no lingering provisional ballots to consider, as well as counts from special ballot machines designed for people with disabilities who are unable to fill out the standard paper ballots.

Despite divided control of the Senate and House, about half of Americans expect a more responsive Congress, and an optimistic 37% think it will get more done than the GOP-controlled Congress leaving office in January. That's close enough that the race is in the midst of a state-mandated machine recount, where Democrats hope to discover enough uncounted or miscounted votes to swing the race.

The results will be presented to the state's canvassing board, for final approval - that's scheduled for next week, pending court action. Nelson and a Democratic campaign committee filed two more lawsuits on Tuesday, including one that asks a federal judge to set aside looming deadlines for a machine recount as well as a hand recount, if it is ordered.

It also suggests that little has changed in perceptions of President Donald Trump or the state of the country in the wake of the election.

Nelson attorney Marc Elias argued that ballots should be counted as long as they were postmarked by November 6.

If Scott wins the lawsuit, a judge could force Elections Supervisor Craig Latimer to allow those observers to work inside the glass, so to speak.

The rules are created to help elections officials in each of Florida's 67 counties determine a voter's intent when a ballot is rejected from a tabulation machine because of undervotes - when the machine can't detect the voter made a choice in a race - or overvotes - when the machine detects a voter marked more than one choice in a race. State law mandates recounts in elections where the margin of victory is within 0.5 percentage point.

Scott, who is now also the Republican candidate for the Senate in the election under review, remains Detzner's boss even while Detzner supervises the recount that will decide whether Governor Scott becomes Senator Scott - to which the other candidate, Democratic incumbent Sen.

"The Florida Election should be called in favor of Rick Scott and Ron DeSantis in that large numbers of new ballots showed up out of nowhere, and many ballots are missing or forged".

State elections officials said they had observers in Broward County and they hadn't found evidence of criminal wrongdoing. "When will Bill Nelson concede in Florida?" he tweeted.

"Many supervisors' offices have various types of incidents to occur", Scott said.

Yet Florida is once again mired in all the familiar trappings of recount chaos - multiple lawsuits, allegations of fraud lobbed without any evidence and crowds of lawyers and political operatives stationed at supervisors of elections offices.

Scott has filed a number of lawsuits over the recounts amid ongoing election drama echoing Florida's dramatic role in the 2000 USA presidential vote recount. "The truth is that Trump and [Republican Gov. Rick] Scott are lying - nobody's stealing the election". Bonfiglio's race is the last of four - including the contests for US Senate, governor and state agriculture commissioner - that would be subject to a recount. Yet next door, in Broward County, the official recount hadn't even started yet.
