But it did not address the deeper issues that pushed Israel and Gaza's Hamas rulers towards their latest violence and left doubts about worldwide efforts to forge a broader truce agreement.

After more than six hours of deliberations, Israel's security cabinet unanimously agreed to a ceasefire, despite reports of opposition from a handful of lawmakers including Defense Minister Avigdor Liberman. Israel's Channel 10 TV reported deep divisions among the participants, with several hard-line ministers reportedly opposed to another cease-fire with Hamas.

The announcement set off celebrations in Gaza City as Hamas supporters declared victory.

However diplomats said there was no agreement on how to address the crisis. The cabinet ordered the military to continue strikes "as necessary" but stopped short of calling for a new offensive.

Palestinian groups including Hamas say they have accepted an Egyptian mediated ceasefire to end the violence.

On Tuesday night, an official statement issued by the Gaza Ministry of Education announced that schools were opening, indicating that the situation was returning to normalcy.

"Israel maintains its right to act".

While Hamas announced a ceasefire Tuesday, the Israelis aren't ready to go that far.

Fighting died down at 5 p.m. (1500 GMT) and a Palestinian official briefed on the negotiations said Gaza factions ceased firing as part of a deal proposed by Egypt.

Rocket attacks from Gaza sent residents of southern Israel to shelters, wounding dozens and killing a Palestinian laborer from the occupied West Bank. The Iron Dome missile defense system intercepted over 100 of them. Many have openly vowed to never vote Likud again. Seven Palestinians, including five militants, were killed.

According to Israel, more than 400 rockets were fired across the fenced border from Gaza.
