But he's proceeding as a victorious candidate and promising to be a governor for all Georgians. Kemp's campaign has called it mathematically impossible for Abrams to get the requisite number, and it also said in a statement that her refusal to concede was a "disgrace to democracy". The Georgia Democratic Party and gubernatorial candidate Stacey Abrams' campaign filed a lawsuit in federal court Sunday asking for rejected absentee ballots and provisional ballots to be counted in the Georgia governor's race. The campaign said thousands more ballots could be affected.

Over the weekend, 5,000 votes were added to the tally, a lot of them favoring Abrams, which the campaign has cited in urging that county and state officials not rush the process but work to make sure all ballots are collected and counted. For the vast majority of the nation, the 2018 midterm season is over. Kemp's lead has narrowed since Tuesday, but is still above the 50 percent required for an outright win.

The Associated Press has not declared a victor.

Unofficial returns show Kemp with 50.3 percent of almost 4 million total ballots, or a 58,875-vote margin over Abrams that has narrowed slightly as votes were counted. And it's one that's at the heart of Florida's elections, where two of the most Democratic counties not only weren't giving regular updates as required by state law concerning outstanding ballots, but their counting processes were ruled to be in violation of public records laws.

Georgia Democrats and Abrams' campaign are also asking for an extension of the certification deadline until Wednesday night to allow the counties to have adequate time to count every vote.

Allegations by Abrams supporters of voter suppression, long voting lines and other balloting problems are hard to ignore given Kemp's "aggressively partisan conduct as secretary of state", said Michael Kang, who teaches election law at Northwestern University's law school. The Washington Post reported that she would need 21,700 additional votes to force a runoff.

"The bottom line is this race is not over. As a general matter, recounts rarely end up changing the outcomes of elections", Kang, who previously taught at Emory University in Atlanta, said in an email interview to the Associated Press. The state must certify a statewide result by November 20.
