Wisconsin GOP's Lame-Duck Play: 'A New Philosophy of Governing'

Wisconsin's incoming Democratic governor is condemning moves by Republicans legislators to weaken his power.

Meanwhile, in MI, the legislature will also remain in control of Republicans, but the governor, attorney general, and secretary of state will all be Democrats for the first time in almost three decades.

In response to the absentee ballot investigation, the North Carolina House added a new provision directing that the state board of elections design a way for absentee voters to also provide their photo ID.

Other critics of the bill, however, contended that the commission would be ineffectual, saying its members would deadlock and be accountable to political parties that would submit a list of possible appointees to the governor.

But with an assist from his GOP allies in the state legislature, Walker appear poised to sign off on a suite of measures created to strip power from his successor.

The vote came after the state House of Representatives on Wednesday passed a bill that would allow lawmakers to sidestep the attorney general in litigation involving the state. Republican Gov. Rick Snyder has not taken a position on the measure or others that could win final legislative approval as soon as next week.

On the heels of significant Democratic midterm victories in MI and Wisconsin, the Republican-controlled legislatures in both states have advanced plans to limit the authority of the states' newly elected governors.

Assembly Speaker Robin Vos, a Republican, said as debate concluded in that chamber that the bills would ensure a balance of power between the Legislature and the executive branch.

Walker is getting bipartisan pressure to veto the measures, including from Democratic Gov. -elect Tony Evers (EE'-vers).

"I mean, most of these items are things (that) we never really had to kind of address because guess what - we trusted Scott Walker and the administration to be able to manage the back and forth with the Legislature".

Among the changes the legislation will enact is requiring the governor to get permission from the legislature before asking for changes in programs that are run jointly by the state and federal governments.

Republicans in MI and Wisconsin have defended the laws as good-faith efforts to improve state government.

The new legislation tries to protect some of the GOP's achievements in recent years, including a work requirement for some people receiving state health care and the state's role in a lawsuit seeking to overturn the Affordable Care Act.

"The will of the people has officially been ignored by the Legislature", Evers said at a press conference, "Wisconsin should be embarrassed by this", Evers said. They said the anti-gerrymandering ballot initiative approved last month is self-executing, and the legislation is unconstitutional and is not supported by organizers of the ballot drive nor people who voted for it. Attorneys general frequently decline to defend challenges involving legislation that conflicts with the views of the executive branch.

Democrats also criticized the bill that would prescribe how Benson randomly selects the four Democrats, four Republicans and five independents to sit on the redistricting panel. The Senate passed the proposal earlier in the evening.
