"This is not only a climate plan, this is an economic plan", Weaver said.

The plan says one of the conditions for liquefied natural gas development is that it fits in the climate commitments, noting that the LNG Canada project could add to 3.45 megatonnes of carbon emissions to the province's total.

Also, building code changes will be required to ensure that all new homes are "net-zero" in terms of emissions by 2032.

British Columbia's new climate plan has an "LNG-sized gap" in it, according to one environmental group, which argues there can be no more gas export projects if the province is to meet its lofty environmental goals.

Pembina Institute spokeswoman Karen Tam Wu said following the LNG announcement that B.C. will have a long way to go meet its pollution reduction targets.

The government has said the climate plan will be created to meet legislated targets, cutting greenhouse gas emissions by 40 per cent by 2030, 60 per cent by 2040 and 80 per cent by 2050.

"With two trains, the plan is there to get to 40% reductions with two trains", Weaver said.

The largest reductions in greenhouse gas emissions are to come from industry.

The federal government has indicated it may be willing to pay for some of the electrification of remote oil and gas operations, he said.

"We can make things more efficient, use less energy and waste less, while we make sure that the energy we use is clean and made in BC", said Michelle Mungall, Minister of Energy, Mines and Petroleum Resources.

The clean growth plan includes "ringfencing" of carbon taxes for industry. As the price rises, CleanBC will offer tax reduction incentives to further reduce emissions, and a carbon tax exemption for any company that proves it's the cleanest in its sector globally.

The government's plan says by 2030, its new policies would require an additional 4,000 gigawatt-hours of electricity over the current demand. That, combined with more charging stations, will cut 1.3 megatonnes by 2030, the government said.

"We're going to be certainly looking to Ottawa for assistance in a range of issues, not the least of which is electrification", he said.

"So that's the one piece of dissonance we're getting from the government". Along the way, government is requiring new buildings to be more efficient, and ramping up funding for renovations and energy retrofits to existing homes and offices, including CAN$400 million to support retrofits and upgrades for the province's stock of publicly funded housing: 2.0 megatonnes of carbon pollution reduced by 2030.

The province plans to achieve this by electrifying natural gas production on a mass scale. Heat pumps use much less electricity than resistance heating.

But B.C. Liberal climate change critic Peter Milobar said the government's inability to reach the 2030 goal with the measures announced Wednesday was a red flag.

They include a low carbon fuel standards, which has been in place for years in B.C. and subsidies for electric vehicles.

By 2030, 30 per cent of all sales of new light-duty cars and trucks are expected to be zero-emission vehicles, rising to 100 per cent by 2040.
