The goal of the flight is in part to promote transparency in military activities.

But Thursday's "extraordinary" flight was conducted outside the previously agreed number of flights for the year, requested under the treaty by the Arms Control Directorate of the Ukrainian General Staff, according to Pahon.

Normally these flights are scheduled well in advance.

The United States is required to notify Turkey about the passage of vessels through the Kerch Strait under the 1936 Montreux Convention, CNN said.

It accused Russian Federation of creating a bottleneck for Ukrainian ships sailing between the Sea of Azov and the Black Sea.

U.S. Navy ships routinely sail in and out of the Black Sea, and under worldwide rules are only allowed to stay in the waters for 21 days.

CNN also reported that Russia's defence ministry announced on Wednesday that its troops in eastern Crimea, which Moscow annexed from Ukraine in 2014, conducted military exercises involving Pantsir anti-aircraft missile systems. The most recent was the fast transport ship USNS Carson City, in September.

On Nov. 25, Russian Federation and Ukraine had a naval clash near Kerch Strait.

'Russia's unprovoked attack on Ukrainian naval vessels in the Black Sea near the Kerch Strait is a risky escalation in a pattern of increasingly provocative and threatening activity, ' the Pentagon said in a statement.

The Pentagon said the Ukrainian military had requested the flight, which was on an OC-135 surveillance plane and had observers from the US, Canada, Germany, France, Britain, Romania and Ukraine aboard.

'The United States seeks a better relationship with Russian Federation, but this can not happen while its unlawful and destabilizing actions continue in Ukraine and elsewhere'.

The flight, requested by the Arms Control Directorate of the Ukrainian General Staff, is the latest U.S. response to Russia's military activity across the world.

There were 25 USA military personnel taking part in the flight, including a 17-person crew from the 55th Wing out of Offut Air Force Base in Nebraska and eight personnel from the Defense Threat Reduction Agency (DTRA).
