Khashoggi, who was a columnist for The Washington Post and a vocal critic of Saudi Crown Prince Mohammed bin Salman, was killed inside Riyadh's consulate in Istanbul in October.

Despite the CIA's assessment in November that the crown prince had personally ordered the journalist's killing, President Donald Trump and the State Department have maintained that they can't punish the Saudi prince because the USA government has not reached a final conclusion about who is responsible for Khashoggi's death.

Turkish officials have not said how they obtained the recording from inside the consulate.

The source told CNN the translated transcript provided by Turkish intelligence made it clear there was "no botched rendition attempt, but the execution of a premeditated plan to murder the journalist" in early October.

According to The Times, the relationship between Kushner and bin Salman, fostered over the past two years, has been a focal point in Trump's embrace of Saudi Arabia, and then becoming one of the U.S.' most important allies.

Over the course of the recording, Maher Abdulaziz Mutreb, an intelligence official working for Salman, can be heard coolly describing moment-by-moment progress in several phone calls.

"The Turkish authorities have not been as forthcoming as we believe they should have been", said Jubeir, saying Riyadh was presented with information that had already been leaked to the media.

The Crown Prince has denied any involvement in the killing.

Mr Khashoggi is reported to have said repeatedly: "I can't breathe".

The office of a USA senator who has received a briefing on the investigation by CIA Director Gina Haspel, told CNN that the source's recollections of the transcript are "consistent" with that briefing.

Turkish sources told Reuters a bone saw was used to dismember the journalist.

The bill needs a simple majority to pass, though it is largely symbolic as it does not impose any sanctions or legal repercussions on MBS or Saudi Arabia generally.

Haley's stance in the murder case opposes Trump and his aides', who have been steadfastly refusing to say that the Saudi Crown Prince was responsible for Khashoggi's death.

"We do not extradite our citizens", Adel al-Jubeir told a news conference in Riyadh at the end of a summit of Gulf Cooperation Council states.

Last month, Saudi Arabia's public prosecutor's office said is seeking the death penalty for five individuals, and that 11 of 21 suspects have been indicted and will be referred to court in Saudi Arabia.
