Gustavo Perez Arriaga, 32, a Mexican national, has been accused of killing Singh around 1 a.m. on December 26.

He came to the U.S. illegally and was believed to have been fleeing to Mexico when he shot the police officer. He earned a bachelor's degree in administration of justice two years ago with the goal of becoming a sergeant, said his friend, Modesto police Detective Ra Pouv.

An intense, dayslong manhunt led to the arrest of a man who authorities said was preparing to flee to Mexico.

Singh had been with the Newman Police Department since July 2011, the sheriff's office said.

At his arraignment Wednesday, Arriaga told the judge that his real name is Paulo Virgen Mendoza and that Gustavo Arriaga is one of his aliases, ABC San Francisco station KGO reported. At least three aliases were listed on Arriaga's criminal complaint.

Several others have been arrested for allegedly helping Arriaga. His attorney questioned his mental competency and claimed he needed a mental health evaluation.
