The reopening of the government, once approved by Congress, would mean that 800,000 federal workers will receive the pay they missed during the longest furlough in US history.

The senior administration official said Pelosi, in taking on the president so directly, might have hurt some of her fellow Democrats in districts won by Trump in 2016.

NBC reported that the stop-gap agreement will keep the government functioning through at least February 15, and allow 400,000 government employees forced to work without pay to receive full back pay.

Earlier Pelosi postponed Trump's address due to the longest government shutdown in U.S. history, citing security concerns, as those tasked with protecting the high-profile event were not being paid, in an official letter to the White House.

But Speaker Nancy Pelosi of California stated any compromise would not include money for a new border wall, which Democrats view as ineffective and overly costly even though many have supported border fencing in the past.

The president, who previously had insisted on $5.7 billion in funding for a wall on the U.S. -Mexico border in any spending bill, will deliver remarks soon at the White House.

First the US Senate, then the US House of Representatives swiftly and unanimously approved the deal. "Hopefully now the president has learned his lesson". Criticising the White House, he said: "Shutting down the government over a policy difference is self-defeating".

A key factor for Trump, the official said, were stories of law enforcement officials unable to adequately do their jobs because of the shutdown that had left 800,000 federal workers at home on furlough or working for no pay.

"You are fantastic people".

But whether Pollock is the player who can get the Dodgers over the hump and make them world champions remains to be seen. One wonders if the Phillies would still choose to sign McCutchen to that dollar figure if they could have a mulligan.

He also expressed his appreciation for the federal workers and praised them as "incredible patriots", in an attempt to stem the hit his reputation took due to Democrat accusations of him being callous to workers. Many of you have suffered far greater than anyone but your families would nowhere understand.

As border talks resume, Senate Majority Leader Mitch McConnell said he hopes there will be "good-faith negotiations over the next three weeks to try to resolve our differences".

On Saturday morning, the president took to Twitter, saying that "21 days goes very quickly" and once again vowing that the promised wall would be constructed. "This is an opportunity for all parties to work together for the benefit of our handsome nation". "Will not be easy to make a deal, both parties very dug in". "Walls should not be controversial".

Trump earlier had been among the first to say Pelosi earned her position. "If Trump fails to get a wall", wrote Kurt Schlichter, a columnist for conservative news and opinion site Townhall, "I'll just have to settle for only 90 percent of what I wanted". "And I'll use those alternatives if I have to", Trump said.

"We hired him to go shake up DC. We have criminals pouring into our country".

Blowback was swift. Democrats claimed victory and hardline conservative commentators decried the abrupt end as a capitulation, pointing out that the short-term deal, which will last until Feb 15, was reached in spite of Mr Trump's previous insistence that he would not sign any deal that did not include funding for a US$5.7 billion (S$7.7 billion) wall at the US-Mexico border.

"We really have no choice but to build a powerful wall or steel barrier", Trump said. He said if he didn't get a fair deal from Congress, the government would shut down again on February 15 or he would use his executive authority to address what he has termed "the humanitarian and security crisis" on the southern USA border.

Notably, if Trump declared a national emergency, it would likely face court challenges. REUTERS/Kevin Lamarque U.S. President Donald Trump announces a deal to end the partial government shutdown as he speaks in the Rose Garden of the White House in Washington, U.S., January 25, 2019.
