The proposal is still being drafted.

Trump's move shows the White House is aware that it's not exactly winning the shutdown.

The president reportedly respects Pelosi, seeing her as a fighter who can match his counterpuncher approach. "She doesn't want the American public to see what's going on". Democrats reject the wall as a costly and ineffective step.

The shutdown is now in its 34th day, with federal workers left unpaid across the country and in USA installations overseas - and the knock-on effects affecting millions more. Trump is demanding $5.7 billion of congressional funding to build a wall on the US-Mexico border, but newly empowered Democrats have refused. "Are we afraid of talking about the number of illegal aliens who were stopped or drugs from coming in in places like Tucson and San Diego and tell them that walls have been erected successfully", she said. Their legal status is now at risk because Trump is seeking to end the program that protects them.

Pelosi's office did not immediately respond to a request for comment.

Most Democrats oppose direct funds for wall construction, but some have begun publicly advocating for negotiating a solution that includes boosted border funding, including for border structures.

Trump can not speak before a joint session of Congress without both chambers' permission. "At least we're talking", he said.

He acknowledged "there's pressure because of the shutdown" but thinks Democrats are feeling it more.

An administration official said the White House sought to have pre-speech preparations completed on Capitol Hill.

Three Republican senators are reportedly set to vote against Donald Trump to reopen the government without funding for a border wall. It earned 50 votes to 47 against, but it needed 60 to advance.

After initially saying he wanted to find an alternative venue for the address, Trump announced Wednesday night that he would postpone the State of the Union until after the shutdown ends - as Pelosi had asked.

US President Donald Trump says he will deliver a speech to Congress next week, despite calls from top Democrats for it to be postponed over security risks.

Mrs Pelosi has said she's not budging until the government reopens - and in this particular case, her word is final.

He asked her to stay to negotiate an end to the partial United States government shutdown. "The people's house is controlled by Nancy Pelosi and her gavel".

Trump says he will not reopen government before his wall funding comes through, leaving thousands of people, including Federal Bureau of Investigation agents and airport security workers, waiting for paychecks.

California Democratic congressman Eric Swalwell tweeted that "As the son of a cop, I deeply respect our law enforcement officers".

However, a senior Democratic aide who was unauthorized to discuss ongoing talks, said the money would not reach that level.

One of Pelosi's Democratic allies issued a warning to Trump on the issue: "No one in America should underestimate Nancy D'Alesandro Pelosi", said Rep. Hakeem Jeffries of NY.

The weeks-long squabble over the State of the Union speech appears to be over, after the U.S. president conceded that he would not deliver the annual address until the government shutdown ends. A similar effort was underway last week by a bipartisan group of senators. "Even if he gives the address in another location or another fashion, the fact that the traditional stage is not part of the visual will be telling".
