Rochelle Washington and Latresa Scaff told a news conference they were given drink and drugs at an after-concert party in Baltimore in the 1990s.

The Ignition singer was the subject of a documentary, Surviving R Kelly, that included allegation of Kelly's alleged sexual preference for underage women and rumours he created his own "sex cult".

She said Kelly told them to come to his hotel room, where he had sex with her even though she was under the influence of marijuana and alcohol and could not consent.

The two women are represented by high-profile lawyer Gloria Allred who said they would be speaking to the US Attorney for the Eastern District of NY on Thursday.

Addressing journalists in NY, the two women said they were teenagers when Kelly's security staff picked them out of a concert audience.

"When I first met R. Kelly that night, I was very happy and excited because I was young and star struck", accuser Latresa Scaff said.

The club were found guilty of 29 incidences of breaching article 19, which relates to the transfer of players aged under 18. French website Mediapart, quoting documents from Football Leaks, reported that FIFA had scrutinised 19 Chelsea signings.

"It took a heavy toll on me", Scaff said.

Kelly, whose full name is Robert Kelly, singled the teens out at the afterparty and had a member of his crew feed them marijuana and alcohol, Scaff said.

Without providing further detail, Allred said some women she is representing fear video or audio recordings of their relations with Kelly may be circulating. They were unable to give the exact year but said it was either 1995 or 1996.

Allred said the two women planned to meet with officials from the U.S. attorney's office for the Eastern District of NY. An email was left with Greenberg seeking comment about Scaff's and Washington's allegations.

The singer has faced several allegations of sexual misconduct with minors over the years, and has denied them all.

R. Kelly recently has given up his studio in Chicago but also is under fire for what is stated to be another sex tape, which shows him engaging with another underage girl.
