A "violent" Mexican cartel is one of several targeting Australia's drug market, say local and global police who busted a record haul of ice headed to the country.

The seizure of 1.7 tonnes of the drug in California on January 9 was also the biggest ever domestic seizure of methylamphetamine in the US.

Police said the raids stopped more than 17 million potential drug deals.

It is the largest-ever seizure of the drug in the United States and the largest-ever seizure of meth bound for Australia.

Experts say today's record-breaking U.S. drug bust with methylamphetamine meant for Australia is proof the world's drug barons are targetting Down Under.

The US Department of Homeland Security found the shipment, which included 25 kilograms of cocaine and 5kg of heroin, worth a combined street value of $12 million.

Ten search warrants executed in Victoria over the past 24 hours led to arrests of two U.S. nationals, a 52-year-old man and a 46-year-old woman, in Woodstock.

"This is a serious warning".

The seizure has led to six arrests in both Victoria and New South Wales.

Police executed 10 search warrants on Thursday and Friday across six Melbourne suburbs, resulting in the arrests of a man, 31, and woman, 29, of Vietnamese origin, and American man, 52, and woman, 46.

Three of the people arrested will face Melbourne Magistrates Court on Friday. Suspected proceeds of crime worth $500,000 of were found at their premises, police say.

It is alleged they were involved with the US-based crime syndicate under investigation over the shipment.

The matter was reported to federal authorities and the national anti-gang taskforce, who established a link between Australian bikie gangs and overseas crime syndicates.
