California Governor Gavin Newsom is reportedly planning the abrupt withdrawal of his state's National Guard troops from the U.S. border this week; calling the President's policy towards national security a "manufactured crisis".

Newsom's move is an escalation of a long-running battle over immigration between California and the federal government, with the state's Democratic majorities pledging to serve as a buffer to Trump's hard-line rhetoric and policies. When Brown, a fellow Democrat, approved the mission in April, he said no California troops would participate in immigration-related activities. The governor went on to claim that border crossings are at record lows and argued that immigrants commit fewer crimes than native-born citizens.

"The border "emergency" is a manufactured crisis," Newsom said in prepared remarks.

Governor Gavin Newsom's office said he was signing the order ahead of his State of the State speech on Tuesday.

According to Newsom's office, only 100 of the 360 National Guard troops now stationed at the border will remain there.

The El Paso county judge and commissioners' court passed a resolution before the rally decrying Trump's rhetoric, stating that the county was "disillusioned by President Trump's lies regarding the border and our community".
