Russia to disconnect from the internet as part of a planned test

The big picture: A recently proposed Russian law would mandate that service providers be able to completely disconnect Russia from the Internet.

The new law states that state internet providers must be ready to ensure Russia's internet runs smoothly and independently in the event of a foreign attack that disconnects the country from the web.

In addition, Russian telecom firms would also have to install "technical means" to re-route all Russian internet traffic to exchange points approved or managed by Roskomnazor, Russia's telecom watchdog.

There's no official date for when this move might take place, but the BBC reports that it would likely occur before April 1.

By carrying out this test, Russian Federation is believed to be one step closer to a situation in which all domestic internet service providers will have to direct data through state-controlled routers.

The disconnect experiment is being overseen by Russia's Information Security Working Group; its members include Natalya Kaspersky, the co-founder of Kaspersky Lab, which has faced backlash overseas over allegations that the Russian government used Kaspersky Lab products to spy on computers. The test disconnection would provide ISPs with data about how their networks would react.

The Russian government has been working on this project for years.

Russian Federation is shutting off its internet as part of a dramatic test to help it defend against devastating cyber attacks.

Russia's response comes as North Atlantic Treaty Organisation countries announced several times that they were mulling a stronger response to cyber attacks, of which Russian Federation is constantly accused of carrying out. Ongoing discussions are in regards to finding the proper technical methods to disconnect Russian Federation from the internet with minimal downtime to consumers and government agencies. This initiative has been compared to China's Great Firewall, which allows the Chinese government to control the flow of information across the internet. The government has also agreed to pay for the additional infrastructure needed to reroute traffic appropriately.
