South Tyneside homes could see weekly bin collections return under new proposals

The plans also include the introduction of a deposit scheme for bottles and cans and free food waste and garden rubbish collections for every home.

Many local authorities - including South Tyneside - have reduced the collection to fortnightly, with non-recycleable household waste (grey bin) collected one week, and recycleable waste (blue bin) the next.

Martin Tett, environment spokesman for the Local Government Association, welcomed the plans but said that with councils in England "facing an overall funding gap of £8bn by 2025", any additional cost burdens in waste and recycling "need to be fully funded".

This led to reports of overflowing food waste, which attracted insects and rats.

Ministers are also consulting on bringing in a deposit return scheme for drinks bottles and cans, to boost recycling rates and cut litter, and for a tax on plastic packaging which has less than 30% recycled content.

Garden waste is also every two weeks, between April and November.

Specifically, the extra pickups will be paid for by a levy of up to £1billion on businesses which produce packaging and waste which is harder to reuse or recycle. The scheme, whereby people would pay a small upfront charge refundable upon return of the empty container, could drive up the recycling of the estimated 3bn plastic bottles that are now incinerated, sent to landfill or discarded on streets.

Household waste recycling rates in England have risen from around 11 percent in 2000/1 to about 45 percent, but since 2013 rates have plateaued, according to ministry figures.

Details of a deposit return scheme for empty bottles and cans are now being finalised in Scotland, where reverse vending machines have been installed at various shops this month for a trial offering 10p for every item.

Money raised from a new plastics tax could be siphoned off into other spending areas, the Government has admitted, raising fears it will be used as a "stealth" tax.

Philip Hammond, the chancellor, said: "Plastic packaging makes up two-thirds of all the plastic waste that pollutes this country and wreaks havoc on our environment".

The changes are a central plank of the government's upcoming environment bill, which will be introduced early in the second session of parliament after Easter.
