In January 2018, White House Press Secretary Sarah Huckabee Sanders tweeted "Ask El Paso, Texas (now one of America's safest cities) across the border from Juarez, Mexico (one of the world's most dangerous) if a wall works". Other unresolved questions include the amount to be spent on border security, and whether - as Democrats have proposed - to reduce the number of detention beds for migrants available to the federal Immigration and Customs Enforcement agency, Fleischmann said. The rally is scheduled for Monday in El Paso, Texas, The Hill reported.

In his speech Tuesday night, Trump cited El Paso as once having "extremely high rates of violent crime".

"Now, immediately upon its building, with a powerful barrier in place, El Paso is one of the safest cities in our country", the president said. His campaign manager, Brad Parscale, tweeted that the rally will be held "less than 1000 feet from the successful border fence that keeps El Paso safe!"

In that 30-year time frame, El Paso was never one of the "most unsafe cities" in the United States. "El Pasoans should be offended by the way the president used our community to advance his racist and xenophobic agenda". While El Paso saw its crime rates spike in the early 1990s - as was the case all over the US - those issues began to subside by the turn of the century.

Trump insists that money designated for wall construction be part of any deal.

Trump's demand for wall funding was at the center of the recent 35-day partial government shutdown. The president a year ago held a rally in Houston before the election to help Cruz with his re-election bid. "The plan includes a lot of stuff that I think would enjoy wide bipartisan support, but there's an auditory shutdown when people say two words: the wall".

And the Democrats will continue to investigate Trump's tax returns, business and ties to Russian Federation.

"As the President continues his fight to secure the border, there's no better place to demonstrate that walls work than in El Paso", the chief operating officer of the Trump campaign, Michael Glassner, said in a statement.

"The border city of El Paso, Texas, used to have extremely high rates of violent crime - one of the highest in the country, and [was] considered one of our nation's most risky cities".

But Sen. Richard Shelby, R-Ala., said the officials suggested a three-pronged approach using barriers, technology and personnel and said the closed-door session was constructive. The tone is good. It would be nice if the people who are talking smack about us actually took the time to come down here and see how safe we really are.
