US cuts aid to Cameroon over human rights concerns

On Wednesday, Adotei Akwei, Amnesty's deputy director for advocacy and government, urged the United States to suspend "all security assistance until the Cameroonian government can show it has not been utilized to commit serious violations of global law and persons responsible have been held accountable".

The spokesperson noted that France's structural cooperation on security and defence issues with its former colony also focuses on officer training, reports Xinhua news agency.

The United States has terminated some support for the Cameroonian military due to human rights violations, the State Department said on 6 February.

It has urged the Cameroonian government to engage in dialogue to stop an escalation in violence.

Washington "will not shirk from reducing assistance further if evolving conditions require it", the State Department said. "For the time being, other programmes will continue".

Waldhauser reiterated Thursday that there are ongoing programs with Cameroon - "all kind of small engagements as well as exercises". Select maritime and counterterrorism programs will also still continue and only programs that have been deemed as low risk will be given funding.

Last May, US ambassador to Cameroon Peter Henry Barlerin called on the army to "treat captured enemies with humanity, provide for the needs of refugees and internally displaced persons, and develop mechanisms to welcome Boko Haram's defectors and reintegrate them into society".

The results of that investigation were not made public but a USA defense official tells CNN that the investigation "found that U.S. military forces in Cameroon were not involved in or aware of human rights violations committed by Cameroonian forces".

The Trump administration recently made a decision to cut the number of USA troops in Africa engaged in counterterrorism with the bulk of those reductions expected to take place in West Africa. State Department officials indicated that it would be in Cameroon's best interest to conduct these investigations immediately.
