One senior administration official told The Washington Post the $8.6 billion in the budget request, combined with the funds Trump wants to redirect with through his national emergency declaration, would allow the White House to complete at least 722 miles of new barriers, which has been Trump's goal.

Sources familiar with the president's 2020 budget request told Reuters it includes $5 billion from the Department of Homeland Security budget and $3.6 billion from the Pentagon's military construction budget.

A number of lawsuits have since been filed against the national emergency, and the Senate is set to pass a resolution that disapproves of the move.

He says the budget will contain a proposed 5 percent across-the-board reduction in domestic spending. Around the same time, Trump and lawmakers must agree to lift the debt ceiling, or risk a default, which would have chaotic economic fallout.

To try to extract more funds, Trump last month declared a "national emergency" and said he would redirect more than $6.7 billion from other programs to build even more sections of the wall. In fiscal 2017, $341 million in funding was allocated for 40 miles (64 km) of wall, and in 2018, another $1.375 billion was directed to 82 miles (132 km).

White House officials say there are already 122 miles of barriers that have been completed or are now under construction.

But he said Trump "is going to stay with his wall".

The final compromise bill offered $1.37 billion in funds to existing forms of border barrier and did not fully fund the president's wall request.

The Department of Homeland Security is one of a few priority areas to get a boost in Trump's budget plan, which seeks to slash funding to many non-defence programs.

There was "no reason to obsess" about the budget deficit, he said, as long as it remains below 5% of the overall economy.

His move has already been challenged in court with a coalition of 16 US states led by California suing Trump and top members of his administration in an attempt to block his emergency declaration.

Several Republican senators took issue with how the president made his move, arguing Trump violated the line that separated the powers of the executive and legislative branches when he declared a national emergency. Eventually, Trump relented and reopened the government.
