At the second Trump-Kim Summit in Hanoi in late February, the two sides failed to reach a deal because the two leaders could not agree on an arrangement that would permit the complete lifting of US sanctions on North Korea.

"He said he would denuclearize", Pompeo said. "He's told me that face-to-face, personally, no less than half a dozen times". But the USA will not agree to a step-by-step approach to eliminating the nuclear weapons, he said.

"If North Korea does launch a satellite, it could derail all of North Korea's diplomatic goodwill built up over the past year".

Satellite analysis now indicates increased activity at two key sites - the Samundong missile research facility and the Sohae rocket launch centre. We've seen a lot in North Korea.

Still, many observers expected some sort of agreement as preliminary discussions between Trump and Kim's officials appeared to go well.

Interested in North Korea? "So that's one reason why we pay particular attention to what North Korea is doing all the time", Bolton told Raddatz. The two leaders walked away with no deal and with conflicting versions of why the talks ended early.

Last August, North Korea turned over 55 boxes of war remains; so far the USA has identified three soldiers from those remains and is expecting to announce several more soon. The U.S. backed South Korea in its 1950s war with North Korea and its communist Chinese and Soviet allies, leading to a ceasefire that has left the conflict technically ongoing for seven decades.

Japan also worries that its crucial issue of the fate of its citizens abducted by North Korean agents will take a back seat to nuclear and missile issues in U.S. "I think Kim Jong-un has a very clear idea where the president stands, what the objectives the president's trying to achieve are, it's why the decision to walk away in a friendly way as the president put it from the Hanoi summit was important for Kim Jong-un to understand".

That means even a civilian satellite launch would be a violation, said Mr Oh Joon, a former South Korean ambassador to the UN.

The top national security adviser says President Donald Trump would be "pretty disappointed" if North Korea were to launch a new rocket or missile test, as some experts believe he could be preparing to do.
